BASE AT MEMEL

THE GERMAN NAVY LONDON, 30th March. In less than a week, Germany haa made progress in strengthening Memei, already one of the strongest Baltic fortresses. The correspondent of the "Daily Telegraph” at Memei states that the harbour is occupied by a submarine flotilla of 12 vessels. The German navy department declines to give details of the future Memei haval base, but it is likely to be used mainly by submarines and destroyers. There is not sufficient depth of water now safely to accomodate the largest warships. Memei commands the entrance to the Kurische Haflf. the inland sea. which runs parallel to the Ba.tic for 60 miles and has a depth of 12 to 19 feet. Germany semi-officially denies Polish reports of thousands of arrests in Memei and the establishment of concentration camps, contending that only 183 persons have been arrested and 125 of them are in a common gaol.
