SOUTH AFRICAN BUDGET SURPLUS FOR REARMAMENT INCOME TAX REBATE 'll P A-By Electric Telegraph -Copy right 1 (Received 16th March, 1.20 p.m.) CAPE TOWN. 15th March. Mr Havenga’s sixteenth consecutive Budget estimates revenue at £43,780.000 and expenditure at £42.130,000. He is applying the majority of the surplus to rearmament. The chief proposals include £300.000 for defence, a supplement loan expenoiture of £BOO.OOO for a railway subsidy to enable a reduced freight on farm produce and fertilisers. £600,000 income tax rebate, which is increasing from 20 to 30 per cent.
