The greater part of his service abroad was spent j in America, where he was first an attache to the Japanese Embassy at i Washington in 1911. Apart from three years at the London Embassy from j 1918 to 1921 and again from 1931 to! 1932. and a short period in the Foreign j Office at Tokio, he spent the greater part of his time in the United States, , of which he was reputed to possess an 1 intimate knowledge. He also represented Japan at various world disarmament and economic conferences and e at the League of Nations.
