The attack levelled against Nazi racial doctrines by the United States Ambassador in London, Mr Joseph Kennedy, on his arrival in New York, is the second ambassadorial philippic against Nazism which has come from American diplomatic sources. Mr Dodd, who was American Ambassador in Berlin until earlier this year, was withdrawn by Washington after hints from Berlin that the envoy's obvious dislike of the regime made his stay an embarassment. After his return to America the ebcAmbassador let himself go. and trounced the Germans in a public statement. However, Mr Kennedy has done no more than express views which are stated privately in diplomatic circles in London. He is one of the most popular members of the Diplomatic Corps, and his relations with the Prime Minister ar° most cordial. He is never without * smile. I recall watching him come and go in Downing Street during the September crisis, and he vas always beaming. Political correspondents watching him used to mutter: “That smile means only one thing. America has decided to keep out of it .... **
