Marc Rucart. is preparing a Bill to introduced a system of marriage loans to increase the French birthrate which, he says, is lower than Germany’s because the French marriage rate is only 65 per 10.000 compared with 89 in GerThe Bill is aimed at increasing the number of marriages by 50.000 immediately, and thereafter by 12.000 yearly.
