Gafencu, in a radio address. He admitted that King Carol was actually directing the foreign policy, and 1 said that Rumania would fulfil her obligations to her neighbours on the basis of absolute independence and territorial unassailability. He pointed out that King Carol's visit to London and other cities was evidence of his desire to make the closest contact with western Powers He also declared loyalty to the Polish alliance, and desired continued friendship with Yugoslavia. Czechoslovakia, Hungary and Russia.
