Urbshys replacing M. Lozoraitis, who recently was attacked by Memel Germans. There is a new Defence Minister and other minor changes. ATTACKS AGAINST MEMEL GERMANS ALLEGED (Received 6th December, 12.55 p.m.) BERLIN, sth December. Allegations of attacks by armed Lithuanians against Memel Germans is reported almost daily in the press without comment. Tension appears to be increasing, but an explosion is not expected during the Memel Diet elections, which are being held on lltb December
