The Luxembourg correspondent of the “News Chronicle” says that, as a result of the Kuhrer’s being sent a cartoon of himself published in a newspaper in Esch (part of the Czech territory ceded to Germany), the editor of the paper, Hubert Clement, is being charged with insulting the head of a foreign State. Counsel for defence, treating the case jocularly, culled a* “first witness,” Mr Chamberlain, as currently cartooned with o 1 without umbrella. Mr Chamberlain, said counsel, did not protest when employed as a target, and added that the writ was obscure and not precise because personages must accept the risk of being cartooned. The liberty of the Press must lie respected. The case was adjourned to 6th December, when a famous foreign cartoonist will appear as a witness. J
