Prepared and submitted by the Ne' Zealand Hairdressers and Tobaccon ists’ Federation, a plan for depart mental regulation of the hairdressin industry throughout the Dominion i now being investigated by the Burea of Industry. Though the nature c any ultimate scheme that may b adopted can only be surmised, it wa stated in Auckland that a system c licensing and registration of saloon had been the main contention ad vanced to the bureau Both women's end men's hair dressers will be affected by the scheme but an assurance was given by Mr C E. Walker, president of the Aucklam Hairdressers and Tobacconists’ Asso eiation. that it was not intended tha the proposals should in any way reac detrimentally upon small operators, i large number of whom were conduct ing their own businesses without cm ploying any staff. At present, he said it was possible for any person to erec a sign and start in business, in spite o the fact that he might possess no skil or qualifications, and by assuring < higher standard of work the plar would be of great service to the public "‘lt is not a move emanating iron big men’ of the industry,” Mr Waike. added. “The Dominion federation re presents hairdressers througnout the Dominion ana, as a matter of fact there can be little doubt that smal operators are much greater in numbei than larger firms employing staffs ir cities.” Hairdressers consider that the pro posals have not reached a stage wher precise details of the plan can be announced. Investigations are being pursued but the Bureau of Industry anc local bodies have been circularised ask ing for information of the number o saloons licenced during each of the las' cigfyt to 10 years. A scheme similar tc that now receiving consideration has been discussed by the hairdressers foi some time but it is understood thal full agreement on a set of proposal? was not reached until recently. Discussions on the plan are still proceeding. according to a statement by Mr D. W. Woodward, secretary of the bureau. He said the Minister of Industries and Commerce. Hon D G. Sullivan, had been approached some time ago by the federation with a suggestion to license the industry under the Industrial Efficiency Act. The plan had then been referred to the bureau by Mr Sullivan for discussion with the industry and meetings had since been held Mr Woodward said the plan covered a vviao '•ange of objects which had been designed by ‘he federation to place the industry on an improved footing and al?o to enable better wages to be paid Discussions had not yet progressed beyond the initial stage and no scheme could be adopted until the Government approved
