DEAL WITH MUSSOLINI
SELASSIE AND ABYSSINIA
LONDON. 17th March. Despite denials in Rome, it has been learned that there is a definite possibility that the Abyssinian question will be solved by the installation of the Duke of Harrar as Regent, with Haile Selassie waiving his claim to the throne. Haile Selassie initiated the proposal, and called on the Foreign Minister (Lord Halifax* who communicated with the British Ambassador to Rome (the Earl of Perth). Lord Perth tested Signor Mussolini's feelings through the Italian Foreign Minister (Count Ciano). Signor Mussolini is faced with increasing difficulties in Abyssinia, and is glad to clutch at any compromise, but. in accordance with his usual policy. once he sensed a weakness in his opponent he insisted that Haile Selassie’s terms (which arc believed to involve substantial payments to the former Emperor) were excessive. However. Signor Mussolini has still left the way open for negotiations. It is understood that this subject will figure importantly in Lord Perth's current talks in Rome It is understood that Britain communicated with France immediately the plan was suggested. The French Foreign Office viewed it favourably, and tested the feelings of the smaller Powers within the French orbit. They have unequivocally indicated their approval. The Duke of Harrar is at present in London.
