Russia is again wrecking the progress of the Non-Intervention Committee by insisting on the withdrawal of 75 per cent, of volunteers,' before she will agree to the granting to Spaniards of belligerent rights, whereas England and France are prepared to agree to 65 per cent., and Italy has agreed to 50 per cent., or to leave the decision to commissions, which is an advance on the previous attitude, says the “Daily Mail’s” diplomatic correspondent.
