WITHDRAWAL OF BRTISH TROOrS REFUSED (Received 19th January, 10.10 a.m.) SHANGHAI, 18th January. Following an application b.v the Japanese military authorities Brigadier Telfer-Smollett informed them that the withdrawal of British troops manning the western defences cannot be considered while Japanese excesses in Hungajo district continue.
