Replying to a charge by Mr Camille Houde, a Conservative candidate in the Dominion by-election for Saint Henry, Quebec, that Canada was pledged by a secret agreement to England to transport five divisions wherever necessary to defend the Empire, Mr lan MacKenzie, Defence Minister, declared that Canada was solely concerned with the defence of Canada and there was no provision in any way for expeditionary forces. Mr P. J. A. Cardin, Public Works Minister, describing the outlay on rearmaments as modest, added that the Canadian who would not fight to defend his country was unworthy of residing in the Dominion.
