“GREATEST SURPRISE” TO GERMANY (United Press Association—By Electric Telegraph—Copyright) (Received 26th November, 11.55 a.m.) BERLIN, 25th November. The German Minister at Oslo expressed to the Norwegian Government the German Government’s “greatest surprise” at the award of the Nobel Prize to Karl von Ossietszky.
