(United Press Association— By Electric Telegraph—Copyright)
(Received 21st September, noon) LONDON, 20th September. Mr Herbert Morrison, leader of the London County Council, addressing a peace meeting at Woolwich, declared that-short of the outbreak of war the international situation could not be worse. Most European countries would follow the British lead and organise peace, but the British Government disclosed no foreign policy, good, bad or indifferent.
