INFORMAL CONVERSATIONS WITH RUSSIA

A BILATERAL AGREEMENT (British Official Wireless) (Received 21st May, 11.20 a.m.) RUGBY, 20th May. Informal conversations between representatives of Britain and the Soviet Embassy in London, for the conclusion of a bilateral agreement to associate the Soviet Union in the execution of the recent naval treaty, was opened in the Foreign Office this afternoon. The Parliamentary Secretary to the Admiralty, Sir Victor Warrender, stated in the House of Commons at question time that it was not proposed to invoke the escalator clause of the 1930 naval treaty, in respect to the Hawkins Glass of cruisers. Replying to a question regarding their rearmament, he said that it was intended to remove the 7.5 inch guns before 31st December, but as these ships were to undergo large repairs to fit them for 10 years’ further service, their rearmament would not be completed by the end of the year. During the refit, the ships would be given armament which would bring them within the sub-category of light surface vessels, as laid down in the recent agreement.
