TITLE TO COLONIES The Kaiser at his very worst, says the “News Chronicle,” never proclaimed more openly the law of the mailed fist than Herr Hitler at Munich; nor defended with greater frankness and enthusiasm tho right and duty f white man to trample on the elementary liberties .of the black. Yet. this speech has its uses. The weak Ljbeial conception” that the title to colonies can never rest on force alone happens to be true and will prevail. But.it is impossible to defend that just position so long as the countries which have acquired colonies, admittedly by force, refuse to recognise the right of less fortunate countries ■to possess colonies at all. If they persist' in this attitude the inevitable answer will be that of Herr Hitler. The countries denied the right of expansion will take it by force. Inc effective reply to suih threats as Herr Hitler’s is to prove in practice not merely that a. settlement which . will meet the just claims of tho Countries without colonies can be reached without the use of force, but that settlement by agreement is a far better settlemen than any that could be reached by force.
