EXTENSION OF OTTAWA AGREEMENTS REPORT OF SPECIAL COMMITTEE EIGHT TO IMPOSE DUTIES ON QUOTAS (United Press Association—By Electric Telegraph—Copyrieht) (Received 12th March, 11.20 a.m.) LONDON, lltli March. The Association of British Chamber of Commerce adopted the report of a special committee on the Ottawa agreements. It urges rhe government to reserve Ike right in any revision to impose duties or quotas on Dominion products if found necessary for safeguarding United Kingdom industries.

The report adds that there is considerable dissatisfaction in many industries with the way the articles of Ottawa had been, implemented ; also- with • the methods of tariff boards which were often complicated and overslow. The report recommends Britain to seek extension and amplification of the Ottawa agreements preferably by separate negotiation with each Dominion at the earliest oportunity. Special agreements should relate to specific commodities, thus diminishing the causes of friction implicated in an agreement based on general principles. The report opposes restrictions on the production of foodstuffs, considering that increased consumption should ab sorb surpluses, and requests the Government to seek uniform Empire-wide legislation relating to the taxation of profits on inter-imperial trade.
