NAVAL DOUBTS
ATMOSPHERE FOR THE CONFERENCE (By Air Mail—From Our Own Correspondent.) LONDON, sth December. It is already only too plain that the approaching Naval Conference in London will meet in an atmosphere of doubt and difficulty. It is to be hoped this may be dispelled by the tactful and frank handling of the situation by those mainly concerned, who will be Britain, America and Germany. The position at the outset is that France, deeply ' perturbed by our naval agreement with Germany, regards the conference with grave suspicion. Unfortunately France has gone in extensively for submarines, and now possesses the finest fleet of those underwater craft in existence. It will be difficult to persuade her, especially in view of Germany’s much-boosted pocket battleships, to forego that arm. We are Up against the fact that;, submarines, the worst menace to otir s ?a supplies, are regarded bv France and some smaller nations as the'best defensive answer to big-ship Powers...
