THE SAAR

HANDED OVER TO GERMANY AGREEMENT SIGNED (United Press Association—'Electric Telegraph—Copyright) NAPLES, 18th February. The agreement has been signed handing over the Saar to Germany. It provides firstly for the cession of mines from France to Germany; secondly, the insurance of French private citizens and all workmen in the Saar; thirdly, the transfer of the administration to Germany. Baron Aloisi presided, and the French and German Ambassadors, Mr Geoffrey Knox (chairman of the Saar Governing Commission), and the League subcommittee were present. FOOD SCARCITY FEARED BUYING AND HOARDING OF FRENCH GOODS PARIS, 19th February. The transfer of the Saar from French to German customs was accomplished at midnight. It was preceded by .a remarkable eleventh hour increase in the buying and hoarding of French goods owing to Saarlanders' fears of a scarcity and high prices after the inauguration of German rule.
