SAAR PLEBISCITE
REQUEST BY FRANCE SECURITY OF THE VOTERS (United Press Association—By Electric Telegraph—Copyright) (Received sth September. 12.25 p.m.) PARIS, 4th September. Tho Government requested the League to consider measures necessary in the Saar after the plebiscite, avoiding prolonged delay between the plebiscite and the installation of the new regime, and ensuring security of the voters. It declares that iii tlie event of the Saar uniting .with France that all tlie inhabitants have equal legal and political lights without distinction of language, race or religion. It points out in the event of a return to Germany the latter will be obliged to repurchase the mines paying in goid. France is not prepared to abandon tlie claim and suggests a preliminary agreement on the price. If the vote maintains the status quo France is willing to hand the Saar a large part of tlie mines, but requests recognition of the principle covering the paying of private French claims in the e' cut of the Saar returning to Germany.
