Mr Horota. Japanese Foreign Minister, replying to the Soviet protest regarding the,.arrest of Russians .on riie Chinese eastern’ vail way, points out that Manchukuo effected the arrests, exercising its jurisdiction in connection with the frequent overturning of military trains... 110 says there are scarcely any Soviet sufferers, while those arrested belong to organisations aimed at disturbing order in Manchukuo. The Soviet arrested a total of 64 excluding 31 previously deported.
