SCHEME TO RATIONALISE - British Official Wireless) RUGBY, 4th April.' A decision to put into operation from to-day a scheme for an international' pool for oil tankers has been taken by the council of the International Tank Owners’ Association, which has been meeting in London this week. The scheme represents an attempt to ration-' alise the tanker industry, and discussion on it have*lasted some months.
