RICHMOND
BOROUGH COUNCIL MEETING The ordinary meeting of the Richmond Borough Council, Held on Tuesday evening, was attended bv the Mayor (Mr 11. Warren Kelly), Councillors Poigla/.e, Haycock, Poole, Tulfnell, McGlashen, Palmer. Accounts totalling £4B 7s 6d were passed lor payment. The foreman’s report stated: — The grader has been worked on the main highways, Lower Queen street, William street and Wensley road. Wensiey road has been gravelled from Gibliu’s corner to Bateup’s road, and McShane’s road has been gravelled from Appleby road to Queen street. Ten and a half yards of gravel and 6 yards of sand has been carted into the yard with the dump truck. lam still oil with the concrete kerb and water-table in Upper Queen street. The cleaning up of the Cemetery should bo completed by the end of next week. A new fence is required at the tip. On Saturday, 7th inst., the reservoir was 3ft 10in from overflowing. Arising from the report it was resolved that as tile position was becoming easier all restrictions on the use of the hose be withdrawn.
A new fence is to be erected at the tip as soon as opportunity offers. The Kia Ora Hockey Club’s application for the use of Recreation Ground for the coming season was granted. Mr Dave Palmer applied for use of the old Council Chamber Hall for a boxing school. The application was granted at council’s pleasure and subject to certain conditions.
J. 11. Francis and Co., Ltd., wrote at length re loan conversion. The Mayor pointed out the advantage of doing this, the annual saving to the borough being £lB2 8s sd, while the whole of the liability would be wiped out in 21 years for debenture loans and 24 years for State Advances loans.
On the motion of the Mayor, seconded by Councillor Tufl'nell, it was unanimously resolved that the firm of Messrs J. 11. Francis and Co. be instructed to proceed with tho scheme and place same before the Loans Board for approval as required by tho Act. According to notice previously given tho Mayor moved that application bo made to the Valucr-Generai for a revaluation of the borough at tho earliest opportunity, and that the Department be asked to furnish the cost of this to the council. The Mayor stated that there was a considerable disparity among the rates paid, in the borough, and the last valuation had been made in 1917. The motion was seconded by Councillor Palmer and carried. The Mayor stated that full arrangements had been made for the Anzac Day service, full particulars of which would bo advertised.
It was resolved that the continuation of Appleby road be put in order at the first opportunity. The grader is to be sent to the upper part of Champion road in the near future, tile culvert in the Hill street extension is to be lengthened, and the corner of William street is to be put in order.
It was resolved that the police be furnished with a copy of the bylaw re white mudguards on bicycles. I lie down Clerk was authorised to make arrangements for payment by instalments of outstanding rates.
