LONDON, 20th December. The text has been issued of Lord Salisbury’s House of Lords Reform Bill. Besides the points previously explained, the Bill provides".for a Committee of both Houses under the chairmanship of the Speaker, to decide which are purely money Bills, and also where an absolute majority of the reformed House of Lords rejects it, a Bill shall be held over for the decision of the next House of Commons, whose decision shall be final.
