General O’Duify declares the National Guard will continue to work in the open, though members face imprisonment and every other form of persecution in the interests of truth and individual liberty. It is not illegal for citizens to assemble peaceably without arms. On the contrary the Constitution guarantees this right. Similarly it is not illegal to march peaceably on the public highway. Tlie Government’s treatment of the 1.R..A. with illegal arms and publicly conducting unlawful military training, markedly contrasts with the treatment of the National Guard.
