The time had definitely come to reform the Weimar Constitution, and create an unshakeable governing authority above party. “Gfermany needs an upper chamber cioselv identified with the legislators. Reforms will ho effected in consultation with the States. Prussia will not be absorbed, but Rcich-PruSjia dualism will be abolished.”
