COALITION TALK CATHOLICS AND NAZIS GOULD COMMAND MAJORITY (United Press Association—By Electric Telegraph—Copyright) BERLIN, 12th August. Herr von Papen conferred with Centre Party leaders, who, it is believed insist, ed on the formation of a Cabinet on a parliamentary basis, with the inclusion o? Nazi leaders as fully responsible partners. The Catholics are ready to join a coalition with the Nazis, provided the latter pledge themselves to observe the Constitution and respect the parliamentary form of government, A Coalition of the Catholics and Hitlerites could command a majority in the Reichstag. In the meantime, Cabinet has issued a statement- that the President adheres to the idea of a Government independent of party. Hitler sees the President to-day.' President Hindenburg attended the commemoration of the Weimar Constitution at which Herr Gayl outlined the programme, including the establishment of an upper house or senate, and the substitution of electoral constituencies for the present party list system, and raising tne voting age, which at present is twenty. The reforms are designed to conduce to closer relationship between the Reich and Prussia.
