PARLIAMENTARY CONTROL IMPORTANT CHANGE It is understood that one of the most important pieces of legislation to be | submitted at the emerge sessioni of Parliament will be a small I'inance Bill providing for an alteration in the sys* tem of controlling the expenditure „of public moneys (states “The Tost ). Under the present arrangement, it is stated on good authority, Parliament has only a nominal control over the /total amount expended each year. The financial turnover of the State in a year is about £57,000,000, and of this amount about £31,000,000 is not subjected to annual appropriation by Parliament. It is believed that the Government has now decided that in future the great hulk of , what are known as permanent appropriations under various Acts must be included in current Estimates, and rendered liable to revision in accordance with the condition of the State •finances. The ..permament charges each year amount to over £17,000,000. Debt services amount to over £11,000,000, and permanent charges under special Acts of the Legislature to over £0,000,000.
