INDEPENDENT GOVERNMENT INAUGURAL CEREMONIES (United Press Association—By Electrio Telegraph—Copyright) SHANGHAI, 9th 'September. _ The newly-created: Independent Pekin Government was 'formally inaugurated under the leadership of General Yen Hsi-shan, the central figure of the antiNanking rebellion. Pomp and grandeur marked the ceremonies, which were attended by hundreds of Pekin's most prominent, Chinese and foreigners. Marshal Chang Hsueh-liang, the Manchurian dictator, is reported to have declined a post in the Government, although, maintaining neutrality. ■ A public holiday has been proclaimed in the territory controlled by the northern coalition.
Nanking's military efforts to regain control of North China have been utterly unsuccessful and the position of both armies are practically unchanged.
