FINE FOR BREAK DOWNS A new regulation, designed to lessen' the number of motor vehicle breakdowns in London streets, was issued on 9th April by the Ministry of Transport. In future it will be an offence to take into London streets a vehicle which is likely to break down, either through its being in a defective condition' or through it sbeing overloaded. The penalty is a fine , not exceeding ■ £5. It is to he a sufficient defence if the person in charge satisfies the Court that “all reasonable steps” had been taken to keep the vehicle in “proper condition,” or to prevent it being overloaded. Anyone acting under the express instructions of his employer is'also exempt from liability. The regulation imposes a duty on anyone in charge of a broken-down vehicle in a street within the London
