THE GERMAN TREATY “GRAVE CONSTITUTIONAL CRISIS” (United Press Association— By Electric Telegraph—Copyright) (Australian Press Association) CAPETOWN, 2nd March. The Government decision not to submit the German treaty to the Senate aroused urbanites throughout the country. A mass meeting at Durban presided over by the mayor cabled legal authority to ” Lord Danesford for an opinion. The "Capo Times” refers to the grave constitutional crisis. Jhe Government claims it is invested with the authority of the King to conclude treaties, but it admits that the Customs agreement must be approved by both Houses. General Smuts is expected on Monday to move the adjournment to call attention to the matter and point out that the Governor-General in his opening speech, undertook that the treaty would be submitted to Parliament.
