PROTECTING PEDESTRIANS

(Received 10th January, noon.) MADRID, 9tii January. A stroke of de Rivera’s pen will effect the arrest of any motorist knocking clown a pedestrian, regardless of circumstances, with six years’ imprisonment for the slightest injury or a minimum of twelve years if the victim dies. Neither social nor other consideration will extenuate them, and bail will not be allowed. The effect is magical. There have been no motor accidents in Madrid since Ist January and the provinces similarly report, lint the immunity of Barcelona therefrom is due to the unexpected action of taximen striking. They are afraid to venture on the streets.
Taximen in Madrid now urbane, politely give pedestrians the right of way with a courtly “After You.”
