AN INFLAMMATORY, MANIFESTO

LONDON, 3rd August. ' The Riga correspondent of “The Times” says that marking the anniversary of Britain’s entry into the world war the Soviet has issued an inflammatory manifesto warning the world against the League of Nations bnd Mr Kellogg’s proposals, - alleging that the pacifist talk in bourgeois coun-_ tries is merely the respective Govern-' ments striving to conceal their war plans. The manifesto adds that it is only possible to prevent, international war by means- of civil \ war overthrowing the present Governments and declaring universal war against the enemies of the Soviet. . The masses must be prepared for this at -the shortest notice. ", Hundreds of Communist members of Congress in twelve omnibuses inspected the summer camp of' the Red Army, at Moscow, during which there was much singing and warlike speeches. A British Communist, Comrade Bell, urged that there should be concentration in fighting the League and. the ; Kellogg Pact. The inciting of Imperialist, soldiers to mutiny and the disorganising of industry are two of his plans.
