The Commission had met with a great deal of hostility through a number of educated agitators working through the country endeavouring to arouse the people lo extreme action, and no one could say what would happen when the. report was made, lie added that an almost insuperable obstacle to a successful form of administration was the intense caste bitterness between the Hindus and the Mohammedans. Many people were of the opinion that on this rock of caste hatred Would founder the hopes of an administration acceptable to all.
