COLLINGWOOD

COUNTY COUNCIL MEETING MONTHLY REPORTS AND GENERAL BUSINESS At tho' monthly meeting of the ColCounty Council there were present: Councillors A. H. Fletcher (chairman), L Flowers, C. L Grant, .1. C. Fish \V. J. Addison, 11. .J. Skilton, ami I). Davis.

The. following statement of accounts was received: County fund account, dr. £749 3s 9d; Aorere billge loan interest account, cr. £4O 12s 4d; Gibbstcwn water supply interest account „cr. £ll 17s 4d, Mn'ngarakaii bridge loan interest account cr. £2O 19s 6d; Paturau road loan interest account cr. £7l 7s 4d; bridges and culverts loan interest account, cr. £47 10s Id; bridges and culverts loan account cr. _ £1245 16s 3d ; wharf account cr. £166 IBs.

Accounts totalling £641 Is 3d, general account, and £7B 14s 9.1 bridges and culverts loan account were passed for payment. CORRESPONDENCE

The Main Highways Board advised the Council that Hie Board had under consideration a proposal to reduce _tho price of the Main Highways Bulletin No. 1 with a view to having it issued to all road foremen arid surfacemen. The chairman stated that he had instructed the clerk to order one dozen booklets. The secretary of the Rural Counties' Association forwarded a circular regarding 1 a levy of id per 100 feet, board measure' oh timber, in lieu of restoring timber values to the rolls for rating purposes. The secretary of the Nelson Automobile Association wrote regarding by-laws for the regulation and control of hoardings and other advertising structures.— To be considered when by-laws are being made. The Marlborough County Council forwarded a statement of apportionment of heavy traffic license fees among the various local authorities. An application by Miss Cottier for the renewal of a license for a billiard saloon with ore table was granted. In reply to tin after by Mr Craham to put in o culvert at Boults road and his statement that no expenditure had been made oh the road, it was resolved to inform Mr Graham that the Council adheres to its original offer in regard to the culvert, and draws attention to the very liberal manner in which the locality has'been treated by repairs to the BainIram suspension bridge

REPORTS AND GENERAL

The wharfinger reported on cheese damaged by rats and mice- at the wharf, and drew attention to the bad packing of crates shipped'to the local markets.— It was- decided that the wharfinger be instructed to lay poison for rats. The following tenders were accepted: —Supply of 500' yards of metal, Paturau load contract. A. Flowers, £150; erection of Manuka Cree culvert contract, T. McNabb, £155 14s. Councillor Fish reported on a meeting of No. 11 District Highways Council. The meeting was called to consider the proposal to declare additional main highwavs. The application from the Council to have the Collingvvood-Bainham road, 13 miles, and the Fakawau-Puponga, six, <miles, main highways, was approved. It was resolved that a few days' levelling witli horse and dray be done on Pafurau road before the contract is commenced ; that the Minister of Public Works be written to asking him to expedite the Mahgarakau bridge as it is likely to collapse at any time; that tenders'be called for 250 yards of metal on Pakawau Bush road from the foot of tho big hill back to the big slip; that a water trough be erected in concrete at the wharf; that, tiie Engineer prepare a report as to tho cost of working a tractor and the number of days it was likely to be used on the roads; that the chairman, Engineer and Clerk apportion the heavy traffic, license fees for the. next meeting; and that the dayman be instructed to attend to repairs to the railing on the Kaituna bridge.

ENGINEER'S REPORT

The contracts in progress are: Fishers Creek culvert, Church Creek culvert, Limestone Creek culvert, and placing large pipes, and filling and metalling near the" Kaituna bridge. As the contractors for Fletcher's Creek culvert. Puponga road, left the work in an unsatisfactory condition, 1 have had the job completed at their expense. The decking timber having been delivered at. Mcllardy's bridge, Colling-vood-Pakawau highway, I got. the Collingwood and Rockville roadmen to put it on. A number of new transoms were also put in and the bridge is now in good order. New decking has been ordered for the White bridge "to complete tlie redecking of tho bridge, part of which was done iast year.

A lot of new decking has also been ordered for the Ferntown bridge which is getting somewhat unsafe. I hope to be able to renew three or four planks under each wheel for a good length of the bridge. A number of new transoms will also probably be needed. The. best of the planks removed can be used on the sides where there is less traffic.

Deck planks are also to be delivered at the Rockville bridge to replace a number of the worn ones.

The groin work at the western pier of Woods Creek bridge has been completed, the temporary bridge removed and filling placed. The pier should stand now unless heavy scouring of the river bed takes place. A small wire mattrass in front would have been an improvement, and will be placed later if there is any tendency to scour. Nothing has been done to the eastern pier, but in the event, of the stream bed working over, a small groin in front may be necessary. The ditches authorised to be cleaned and practically remade on the Swamp road have been attended to. To get a fall the culvert floor was broken through and a pipe line put in about 18 inches below.

The settler most interested is now clearing the- main ditch and bringing up more fall.

Several metal patching has been (lone r.ii the Richmond-CoHingwood highway ai Washbourne's Hill and some more is necessary on the other side. The balance of the road to the Takaka boundary is provided for under contract. Eight or ten yards of metal have also been put on Cibbs read. The plans ior the formation of the road at Pecks Point have been returned for a compass survey and a Tew other minor matters.

It was resolved that- the contractors for Fletchers Creek culvert forfeit their deposit.

The chairman mentioned that he had received an invitation from the Mayor of Grcym'outh to attend the Jubilee celebrations in that town, and said he would bice io take this opportunity of cornmending the possibilities of this fixture to any that were considering a short holiday. The hospitality of West Coasters was proverbial in the past and he felt sure that intending visitors would find it as cordial as ever. He had reason to believe that everything was being done to make provision for visitors and make the event a success generally.
