RESUMPTION OF PENNY POSTAGE (By Electric Telegraph—Copyright) (A.P.A. and "Sun") (Received 14th Jan.. 9.50 a.m.) OTTAWA, 13th Jan. A forecast of the Canadian budget indicates the resumption of, penny postage to Britain and other parts of the Empire, a cut in'the sales tax, and downward revision of the tariff on cotton and woollens. Tho cigarette tax will be cut 60 per cent.
