The judgment stales that whaling in itself is sufficiently exciting and hazardous without additional risks due to an endeavour by pne party to' beat the other. It recommends the .Marine Department to amend the rules of navigation to provide that, where "a launch is fast to a whale no other craft should approach within a quarter of a mile until the whale is secured. E. C. Perano was ordered to pay £25 towards the cost of the inquiry.
