The Times Berlin correspondent says: "With it new German Government scarcely in the saddle speculation is already rife regarding the prospects. which arc not regarded optimistically in any quarter. Nationalists consider ii merely a veiled form of coalition which they, throughout, have uncompromisingly opposed. The press of all parties points out that the Government has no solid basis. The tendency, however, is to await events before anticipating the death of the parliamentary system, of which the recent struggles are declared to he symptoms."
