GAUSES OF STRIKE ROYAL COMMISSION’S REPORT (By Electric Telegraph.—Copyright . (Aust.ral<*i> 4 N.Z. Cable Atiaooiation.) HALIFAX. (Novia Scotia). Jail. 11. Sir Andrew Rue Duncan, royal commissioner reporting following two months’ investigation of the coal mining industry in Nova Scotia and the causes which led to the recent strike of many months’ duration during which rioting and raiding of stores occurred, finds that the British Empire Steel Corporation operators mines were justified in demanding a wage cut of 10 per cent, in ]!)24 but conditions did not justify a cut in 1022. The commission recommended a system of open accounting between operators and revision of the wage scale at six months periods,- and made other recommendations concerning the management. Causes of recurrent unrest among miners were found to include the company’s opposition to the United Mine Workers’ Union, activities of Communists, and friction within the Union. The commission recommended the company to acknowledge and co-epcrate with the United Mine Workers’ International Union.
