WASHINGTON, July 18 Represent a t-ives of the American Rubber Association waited on Mr Kellogg asking him to intervene with the Briti h Government to end London’s monopoly and rapid increase in the rubber prices. Mr Kellogg held out little hope of being able to dev anything.
