ATTEMPTS TO FORM A CABINET

BRUSSELS, April 23

The Socialist Congress passed a resolution affirming ;the futility of continuing negotiations with other parties with a. view to forming a Cabinet. This decision marks the breakdown of interparty consultations which have been proceeding in the past week and which aimed at securing a Cabinet with a working majority. BRUSSELS, April 24.

M. Vandcrveldt infonmed the King that he was unable to form a Cabinet.
