The Zaghlul Cabinet lias resigned and Zirwar Pasha, President of the Senate, ■iis forming a Cabinet, The indemnity has been paid, accompanied by a note protesting against the l demands for the withdrawal of Egyptian troops from the. Sudan and the withdrawal of‘opposition to the wishes of the British Government in regard to the protection of. foreign interests in Egypt, which" are characterised as unjustifiable. Events have'' succeeded events With such* dramatic rapidity that it has been difficult to grasp one situation before ..another arises, but the Zaghlul Cabinet’s resignation and Zirwar’s acceptance of the Premiership seems to have brought successive sensations to a momentary halt, probably producing a new'political outlook and obviating the necessity for further British measures. Zirwar is moderate minded and universally liked. Ho lias been'a!;.Minister in many Cabinets and Minister at Rome, and is busily V/ forming a Cabinet which will probably ’ be completed to-day, when the present situation will undoubtedly be eased. FRENCH HOPE ARBITRATION BY LEAGUE OF NATIONS PARIS, Nov. 24., French diplomatic circles hope it will I , bo possible to submit the Anglo-Egyp-tian dispute for arbitration by the League of Nations, although Egypt is ‘ ' not a member of the League. The same procedure might advantageously be followed os adopted in the case of the \Vilna dispute. FRENCH NEUTRALITY " PAMS. Nov. 24. The Foreign Office intimates that France, in view of the Anglo-French Treaty of 1904 respecting Morocco and Egypt, maintains strict neutrality in any /Anglo-Egyptian conflict.
