LONDON, Nov. 21. Michael Egan, Government party candidate, obtained a substantial majority at Cork City by-election for the Rail, polling 27,021 against Lord Mayor French (Republican) 14,703. Each Cork seat was also won by the Government party, , whose candidate, M. L- Noonan, polled 17,717; Michael Walslr (Republican) 12.399,
