RICHMOND BOROUGH COUNCIL

The bi-monthly meeting of the Richmond Borough Council was held on Tuesday evening. Present: The Mayor, Crs. Kidd, Cross, Kelly, Webby, Crouclier and Lusty. Accounts amounting to £l3O/14/4 wore passed for payment. Correspondence was dealt with as follows :

From the Manager, Bank of New Zealand, re balance of loan.-—Received. From the Railway Department, stating that the maintenance of overbridges is governed by the Government Railways Amendment Act, 1913, Section 8, and that the Department shall be glad if this Council can now Bee its way to havo the agreement duly executed. —Resolved that the Department be thanked for the information, and pointing out that this Council from the earliest stages of agreeing to contribute to the overbridge, have not deviated from the original sum promised, and fail at I£is stage to see why they should alter the amount of that contribution (£125). When this amount is inserted in place of the percentage allotted to this Council the agreement will be signed. Cr. Kelly reported that a valve was placed at Edward Street, 6 chains of 4-inch piping will be required to connect this junction. Satisfactory progress was made in Queen Street, and a start at the inter-section of Salisbury Road on September 2nd. The pipes at this junction were found in bad condition, a clearance of the old bends was made, and a straight line of piping replaced from Salisbury Road to Oxford Street and Upper to Lower Queen Street. T.he Engineer inspected the work when water was turned on. The road has been filled in but will require attention later on. Nine fire plugs were laid in Queen Street and all properties have been connected with the main. The old pipes from the reservoir trench have been carted down ready for use. 'Die foreman is doing the leading and farming, and with his staff good progress is being made. A commencement has been made in Lower Queen Street with the intention of working towards the railway line, so that from there to the present end of the 4inch main will not he disturbed until the last, with as little inconvenience as possible to the public.—Report received. Cr. C'roucher reported the dividing fence at the cemetery was quite satisfactory. Some of the macrocarpa hedge plants' had bpen replaced. In the Recreation Ground some fence renewing in the shape of a few palings is necessary at the north end. A gate has been ordered for the reservoir road at the blue gums. The monthly report stated that the day carter has been employed this last fortnight gravelling Appleby and McShalie’s road. A tender had been accepted for carting gravel to dumps in the borough. Application forms for the registration of buildings have been sent out to owners, and artcoming in daily. Instructions have been given to the borough solicitor to proceed with taxi license defaulters. Cr. Webby stated he had arranged with the gravel contractor to place 12 cubic yards at McShane’s Road, Water Street, William Street, George Street, Cemetery Road and comer Champion Road, 20 yards at May’s. 30 yards in Bartlett’s, 10 yards at the Recreation Ground, 24 yards in Hill Street, and 18 on Appleby Road. Resolved on the motion cf the Mayor that the works committee he empowered to get an additional 24yds of gravel dumped in the Borough. Resolved that the Municipal Association solicitor’s opinion he obtained on the motor license by-law of the Borough. From the Anchor Foundry Company forwarding amended prices for pipe moulds. Resolved that a- 2ft and Oft pipe mould he ordered. From resident forwarding envelope of letter posted in Christchurch for Salisbury Road, Richmond, on 20th August and having arrived in Richmond on 6t.h September, after a trip to Auckland, and commenting on same. Received. From the headquarters South Island Motor Union dealing with the Motor Vehicles Act, Main Highways Act and the taxation of motorists. Received and filed for reference.

The Mayor reported on the interview with the Stoke Road Board re exchange of. roads, and stated that consent of the Board having been obtained, the matter .would be proceeded- with. Resolved that the necessary proceedings be taken by this council in conjunction with the Stoke Road Board to have the unused road in part sec. 31, Borough of Richmond, closed. That an inspection of the road up the hill from the Alexandra Home he made with a view of improvement. That the secretary of the Fire Underwr iters’ Association be .written to, inquiring why insurance rates in Richmond have increased. Resolved the splash at Appleby be attended to at once. That the Inspector of Nuisances ho asked to visit property in Queen street. That all cheques issued by the Council in future bo stamped not negotiable. This being all the business the Council rose at) 10.25 p.m.
