The State Department published an announcement from the China International Famine Commission declaring that ten million are homeless and at least 50.000 drowned as the result of the floods, which arc reported to he still sweeping wide areas submerging tens of thousands of villages, devastating crops, and driving thousands of refugees into Pekin, where the American Minister, .Mr Schurman, is co-operating with tho Red Cross to devise means of relief. Mr Schurman added that the situation is more alarming because the floods destroyed the fall crops while the droughtruined North China’s spring crops. Meantime many regions remain inundated, thus preventing the sowing oi winter wheat.
