IWO AGREEMENTS

PEKIN, July 13. President Wai Cfiaio-pu has issued the texts of two agreements between China and Germany, relating to the re-estab-lishment of the German Bank and the settlement of bonds and financial questions. In the first agreement, China undertakes to return all the property of the German Bank, including the buildings in Pekin and Hankow, free of encumbrance, and also to pay 1,950,000 dollars in Tlentsin-Pukoi-Hukuang railbonds, as compensations for property in other parts of China which has been liquidated. The Government is prepared to reinstate the German Bank on its pre-war footing, including its functions as an issuing bank. In the second Note, the Chinese Government agrees to release German privae property still withheld in China, to a total value betwe'en 69 and 70 million dollars. The German Government is to pay China in advance a portion of the indemnity equivalent to half, the value of the released property, as final compensation for all the Government’s claims arising out of the war. The German Government undertakes to settle, with certain exceptions, outstanding claims of German private individuals against China. The Chinese Government definitely cancels the suspension of service of three railway loans and the reorganisation -loan, and will resume the full service. This agreement is to be considered the final settlement of all outstanding claims by the Chinese Government, against the German Government., and vice versa, provided the claim originated before Ist July, 1921. Both agreements are signed by Dr, Wellington Koo.
