CRIME INCREASING
CONDITIONS IN RUSSIA

LONDON, April 6 The Riga- correspondent of The 'limes says that" brigandage and other forms of violence are increasing in many parts of Russia. Although they show no evidence of organised revolt, they are creating nervousness in (Moscow, which is energetically taking action in order to deal with anything resembling a coun-ter-revolutionary conspiracy. Information obtained from official sources _ indicates that highway robbery is increasing alarmingly in Moscow itself, and the Chief of Police has had to adopt special measures for the preservation of law and order, involving a regular patrol of the streets by large mounted detachments.
