WHITLEY COUNCILS
LONDON, April 20 Lord Burnham, addressing the Aberdeen Chamber of Commerce, said the gcperftl adoption of the Whitley Councils would make for'peace in great industries, even if it did not produce immediate harmony. Tilings were at present allowed to slide and a free hand was given to extremists to conduct campaigns with spurious uncontradictcd; catchwords.
