ANOTHER SENSATION THROUGHOUT GERMANY LONDON, March 28. The Dailv Express Cologne correspondent says M. Poincare's speech caused a sensation throughout occupied Germany. His declaration that pledges would not be given up till payment was made, has been taken to infer that France intends to permanently control the Ruhr railwaysN. and the east bank ol the Rhine. '' REFUSAL TO OBEY ORDERS "BERLIN, March 29. The chief railway inspector at Ludwigshafen has been sentenced to 20 years' imprisonment; forfi refusing, to obey a French order to'intercept an unscheduled train, which was subsequently derailed.
